The Guidebook integrates external resources throughout the climate adaptation planning framework that provide greater context and additional guidance on particular aspects of the adaptation planning process. Tribal Climate Resilience Program Bureau of Indian Affairs The Bureau of Indian Affairs (BIA) Tribal Climate Resilience Program was established in 2011 to enable climate considerations to be incorporated into Tribal resource management planning and decision-making. From 2011 through 2022, the Tribal Climate Resilience Program has awarded $74 million to Tribes and organizations supporting more than 250 Tribal adaptation plans, vulnerability assessments, and risk assessments, according to numbers provided to this Guidebook from the BIA. Grants have funded a range of activities, including travel expenses (so that Tribal staff could attend climate change training courses) and financial support for climate change vulnerability assessments and adaptation plans. Tribal Adaptation Menu Great Lakes Indian Fish and Wildlife Commission, Tribal Adaptation Menu Team This document provides a framework to integrate Indigenous and Traditional Knowledges, culture, language, and history into the climate adaptation planning process. The menu is an extensive collection of climate change adaptation actions for natural resource management, organized into tiers of general and more specific ideas. GLIFWC’s Climate Change Program is working to define the extent and severity of climate change impacts in the Ceded Territories in order to assist its member Tribes in co-managing treaty resources. Adaptation Planning Toolkit Institute for Tribal Environmental Professionals This toolkit provides a Tribal Climate Change Adaptation Plan Template that can be used for the vulnerability assessment process and other portions of the adaptation planning process. There is a downloadable database, called Guides and Tools for Climate Change Adaptation Planning, with resources for adapting to climate change in various sectors including agriculture, buildings, coasts, emergency services, fish and wildlife, forests, health, land use, utilities, and water. Climate Adaptation Trainings Institute for Tribal Environmental Professionals The Institute for Tribal Environmental Professionals (ITEP) offers training to Tribal environmental professionals to build their capacity to address climate change issues. Climate at a Glance – National Center for Environmental Information National Oceanic and Atmospheric Administration This tool allows users to select one of several climate variables, timescale and month(s) of interest, and location (e.g., state, region, climate division, and city). The site can generate a plot and return the data for the observations from 1895 to the present day, including information about historical averages, trends over time, and a ranking of the data values. The index provides a standardized framework for assessing the relative vulnerability of key species, but relies on specific data inputs and classification of species-specific factors that may or may not tell the full story of climate change vulnerability for that species. Fourth National Climate Assessment Volume I: Climate Science Special Report U.S. Global Change Research Program, National Climate Assessment Volume I of the Fourth National Climate Assessment, released in 2017, reviews the latest understanding about the state of the science of climate change, and describes potential climate exposures that Tribes may face in the coming decades. The Fifth National Climate Assessment will be released in 2023. Report 1, 2
Fourth National Climate Assessment Volume II: Impacts, Risks, and Adaptation in the United States U.S. Global Change Research Program, National Climate Assessment Volume II of the Fourth National Climate Assessment, released in 2018, describes the climate change impacts Tribes are likely to experience. It synthesizes the latest climate science as it relates to the United States and includes regional and sectoral chapters, including chapter(s) pertaining to Indigenous peoples. The Fifth National Climate Assessment will be released in 2023. Report 1, 2
Northwest Forest Plan 20-year Monitoring Report U.S. Department of Agriculture, Forest Service The Northwest Forest Plan (NWFP) is an example of a successful outcome of a federal-Tribal partnership about monitoring forest health. In 2015, the Regional Interagency Executive Committee released its NWFP 20-year Monitoring Report, providing two decades of monitoring data for the Northwest forests. This is an example of how Tribes can tap into existing monitoring programs to help them track the status of climate effects in their region over time. Report 5
The Climate Toolbox University of California Merced The Climate Toolbox is a collection of web tools for visualizing past and projected climate and hydrology of the contiguous United States. Climate variables related to agriculture, water, and fire are also included. Future climate projections can be visualized as colorful maps, summary plots, or simple numbers. Building Capacity for Tribal Climate Change Vulnerability Assessments University of Washington Climate Impacts Group The Climate Impacts Group along with Tribal partners developed tools and resources designed to support Tribes in the Northwest and Great Basin in their efforts to assess climate risks to natural and cultural resources. They developed online guidance materials targeted to Tribal needs and capacities, created an online tool that provides downscaled climate data and climate change summaries for Tribes, and established a Tribal climate technical support desk. Climate Witness Community Toolkit World Wildlife Fund South Pacific Programme This toolkit is a collection of participatory community exercises for climate change and adaptation planning.
